The members of the WG-M&R and their interests

Ian W. Makin, Chair. VP Ian W. Makin, UK

Ian Makin has been a member of the UK-ICID since 1982, and when in the UK has participated and presented at various events organized by the UK National Committee. In 1996 Ian joined IWMI as Program Leader for research on the Design and Management of Irrigation, participating in ICID EC meetings, Congress, workshops and work bodies from 1996 as either (i) UK-ICID representative or (ii) IWMI Observer. Ian Makin led the development of the ICID, FAO, IWMI on-line irrigation benchmarking service, including organizing and facilitating workshops and side meetings at the annual IEC meeting in 2001, 2002 and 2003. In 2005 Ian Makin joined the Asia Development Bank (ADB) in Manila as an irrigation and water resources specialist, working mainly in the Greater Mekong Subregion and South Asia regions. At ADB he worked to raise awareness and interest in ICID among staff and management. In January 2015, Ian re-joined IWMI as Theme Leader (Revitalizing Irrigation) with a commitment to rebuild close working relationships between ICID and IWMI which are mutually beneficial to both ICID and IWMI as both organizations seek to fulfil their mandate to support efforts to ensure sustainable security of water and food; including through an active partnership between the IWMI research team and the newly formed WG-Revitalizing Irrigation.

Ian Makin was elected as Vice President of ICID and also chairperson of the working groups: (i) Modernization and Revitalization (WG-M&R), and (ii) European Region (ER-WG) on the occasion of the 66th International Executive Council meeting of the International Commission of Irrigations and Drainage (ICID) and the 26th ICID Euro-Mediterranean Regional Conference, held in Montpellier, France from 11-16 October 2015.

Dr. Dong Bin. Vice-Chair

Dr. Dong Bin. ChinaDr. Bin Dong is Professor of College of Water Resources and Hydropower, Wuhan University, China and started joining the ICID conferences in 1999. He received his Ph.D. in water resources and hydropower engineering at Wuhan University in 2002, and is teaching at Wuhan University for more than 15 years. He has extensive field level experience, both practical and research, related to irrigation and drainage engineering, agricultural water management, irrigation experiment, irrigation system rehabilitation and modernization, operation and maintenance of irrigation systems, performance monitoring and evaluation. He specializes in water saving irrigation principles and techniques, efficient water and fertilizer use for paddy rice, and farm water environment improvement in rice-based irrigation systems. Dr. Dong has authored and co-authored over 50 papers and books, and has successfully supervised over 20 postgraduates in last 10 years. He has had a significant role in research grants and consultancies, hosting and participating in over 20 research projects of China National 863 Plan, the National Natural Science Foundation, European Union (EU) and Australian Center for International Agricultural Research (ACIAR). Dr. Dong has collaborated in research with international organizations, research institutes and universities, including FAO, IRRI, IWMI, the Ohio State University, USA and Technical University of Lisbon, Portugal.

In 2015, He was elected as the vice-chair of ICID working group on Modernization and Revitalization of Irrigation Schemes on the occasion of the 66th International Executive Council meeting of the International Commission of Irrigations and Drainage (ICID) and the 26th ICID Euro-Mediterranean Regional Conference, held in Montpellier, France from 11-16 October 2015.

Engr. Muhammad Sani Bala. Secretary

Muhammad Sani Bala. NigeriaEngr. Muhammad Sani Bala joined the then Federal Ministry of Agriculture, Water Resources and Rural Development, Nigeria in 1989, and to date, has assumed several responsibilities in the Irrigation and Drainage Department, including the supervision of the construction of irrigation and drainage projects in Nigeria. Bala is currently working with Transforming Irrigation Management in Nigeria, a World Bank assisted project aimed at moderately modernising/revitalising selected irrigation schemes in Nigeria. Bala holds a Post Graduate Diploma in Soil and Water Engineering from the Federal University of Technology, Minna, Nigeria.

Bala has been a member of the Nigerian National Committee of ICID since 1994, and has participated and presented at various events organized by ICID and the Nigerian National Committee. Engr. Bala has been participating in ICID Executive Council meetings, Congresses, Workshops and Work Body activities since the year 2000. Bala was appointed Secretary, Africa Regional Working Group of the ICID, at the 53rd International Executive Council meeting held in Montreal, Canada, July 2002. During this event in Canada, Bala also won the ICID International Award for the best presentation made by a Young Professional. As the Secretary of the Africa Regional Working Group, Bala raised the awareness of a number of African countries, some of who are currently active members of ICID. Appointed the Organizing Secretary of NINCID/ICID International Seminar on the Performance of Large and Small Scale Irrigation Schemes in Africa, held in Abuja, Nigeria, in November 1999. The international seminar was widely attended by a number of ICID member countries, including ICID President from The Netherlands and ICID Secretary General from India.

Bala was elected as the Secretary of ICID working group on Modernization and Revitalization of Irrigation Schemes at the occasion of the 66th International Executive Council meeting of the International Commission of Irrigations and Drainage (ICID) and the 26th ICID Euro-Mediterranean Regional Conference, held in Montpellier, France from 11-16 October 2015. .
